Course Description:

The large inventory of aging roadways, bridges, the dramatic increases in construction costs, the retirement of experienced transportation workers and the increased competition for available funding have increased the challenges transportation agencies face as they manage their roadway systems. A number of agencies have established programs to help document asset conditions, to allocate funding, and to determine the most effective use of available funds. These programs provide the processes and tools necessary to help transportation leaders make informed project decisions that can improve the overall operational efficiency of the organization. The Local Technical Assistance Program (LTAP) community has partnered with the Federal Highway Administration (FHWA) to develop these training materials to introduce asset management concepts and provide the guidance needed to get started.

Topics Covered:

 Identify key principles of transportation asset management
 Effective Transportation Asset Management
 Developing & Implementing an Asset Management Program
 Inventory and Condition Assessment
 Setting Performance Targets
 Applying Asset Management Concepts in the Agency

Course Instructor:

Todd Morrison, P.E., is a Technology Transfer Engineer with the Kentucky Local Technical Assistance Program, at the University of Kentucky. He retired from the Kentucky Transportation Cabinet after serving in the Divisions of Construction, Maintenance and Traffic. At the Cabinet, he worked with environmental, work zone, pavement, construction and maintenance concerns as an Environmental Coordinator, Maintenance/Traffic Engineer, Resident/Construction Engineer, Area Engineer, and as a Branch Manager for Operations. Recently he served for two years as Kentucky’s Safety Circuit Rider helping local agencies identify low cost improvements to reduce crashes.
