Course Description:
This course was developed because as of September 1, 2013, SCDOT requires any worker that will flag or have the potential to flag to be qualified as a flagger.

The most crucial and dangerous part of providing a safe temporary traffic control (TTC) zone is flagging. The flagger is responsible for not only protecting themselves but their fellow workers and the road users. Therefore, the objective of this course is to instruct flaggers on the role they play safety in flagging TTC zones.

The material will address standard flagging procedures based on the Manual on Uniform Traffic Control Devices (MUTCD), the SCDOT Flagger’s Handbook, and the ANSI/ISEA 107-2010 Standard.

This course is not for SCDOT employees.  If you work for the DOT, please do not sign up for this class.

Topics Covered:
-Responsibilities and appearance of a flagger
-Personal protective equipment (PPE) requirements for daytime versus nighttime
-The four parts of a TTC zone
-Flagger locations and the importance of an escape route
-Flagging operations (single and two flagger, one-direction control, pilot car operations, and flagging at intersections)
-The do’s and don’ts of flagging
-How to handle emergency vehicles and hostile drivers

This class will also include a hands-on demonstration of the STOP/SLOW paddle and red flag to allow participants to become familiar with these devices.

Course Instructor:
Wilma Magyar is currently the instructor for the South Carolina Department of Transportation Work Zone Training Program. She is primarily responsible for the development of course materials currently used for SCDOT maintenance and construction personnel in work zone training. She is a certified ATSSA Work Zone Traffic Control and Flagging Instructor, Certified OSHA 10 Hour Road Way Construction Instructor, SC National Safety Council Instructor for First Aid/CPR/AED as well as conducting job site and traffic control assessments throughout the southeast and internationally. She has extensive background in safety, risk management, compliance and loss control management. Previously, Ms. Magyar was the Safety and Risk Manager for Wilbur Smith & Associates where she was responsible for developing and implementing safety and quality assessment programs in pre-planning through construction phases targeting overall project efficiency and minimizing worker’s compensation claims.

Who Should Attend:
Any individual who will flag or have the potential to flag in highway and street construction; bridge, tunnel, water or sewer construction; concrete, utilities, or paving industries; and county or municipal street/public works departments should attend this training.

Schedule:
Class check-in is from 7:45-8:00am.  The class will begin at 8:00.  Breakfast snacks will be provided.  We should adjourn around 12:30pm.
There is a test at the end of the class that is made up of 25 True/False questions as well as a hands-on demonstration. An 80 percent is required to successfully complete the course.

Course Fee:
The registration fee for the workshop is $100.00 per person. All South Carolina city, county, or state employees receive a LTAP scholarship registration fee of $50.00. The fee includes course materials, break refreshments, and the morning breakfast snacks.

This course has a maximum of 10 students, and will be capped at this number. If both the morning and afternoon sessions fill up, we will open more sessions on July 19th. Advanced registration is encouraged so that an accurate estimate of the number of workshop participants can be obtained. Workshops with low advanced registration will be subject to cancellation.

Payment Policy:
Payment must be received no later than 5 business days prior to the workshop. If your registration payment is not received by then, you will not be guaranteed your slot in the class.

Cancellation Policy:
If you cancel your registration more than 72 hours before a class, your registration fee will be refunded, less a $35 processing fee. If you do not cancel before the 72 hour deadline your registration fee will not be refunded. You may send a substitute in your place, provided that you inform us of the substitute’s name no later than 24 hours before the training. No-shows will not have their registration fee refunded.
